The building is located on the moat of the medieval fortification, near the former Poartă a Broaștelor, and occupies a plot with the long axis parallel to the enclosure wall. It is a three-level construction (basement, ground floor, first floor), rectangular in shape, designed by the Viennese architect Paul Brang, also known for the design of the evangelical gymnasium. The building dates from 1895 and has facades on all sides.

The main facade, located on the east side, is symmetrical, with a central relief emphasized by a triangular pediment and an access staircase with an iron balustrade. The ground floor features three semi-circular openings with modern doors and the first floor includes a balustraded balcony accessed through a door flanked by tripartite windows. The pediment is decorated with a relief depicting two female figures holding a decorated shield.

The side facades, marked by bossed pilasters, have rectangular openings on the basement and semicircular windows on the ground floor, framed by pilasters. The western facade is similar to the main one, with a central salient emphasized by a stepped pediment and semi-circular openings on the ground floor, including the access to the "Crama veche" restaurant.

The building is flanked by two octagonal towers with narrow windows and bulbous roofs. The south and north facades develop over three levels, and the storied segment of the south facade includes a terrace with an iron balustrade and access stairs. On the first floor, the bipartite and tripartite windows are similar to those on the main facade.

The basement of the building has cylindrical vaults and vaults on metal rails. The ground floor is organized around the performance hall, preceded by a vestibule with stairs leading to the first floor. The auditorium has walls decorated with pilasters and balconies decorated with geometric and vegetal motifs, and the roof is mansard, crowned by a massive aedicum with circular skylights.
