The Milescu House, located on Săulescu Street no. 4, was built in the second half of the 19th century and was part of a group of houses erected in the area at that time, possibly on the foundations of older buildings, identified either in the current structure or during subsequent construction works. Due to the lack of space, the Faculty of Medicine was forced to carry out laboratory activities in several locations rented from the Ministry of Public Instruction.


In 1890, the Milescu House was rented to host the Laboratory of Biological and Medical Chemistry, arranged according to the standards of the time by Professor Emanoil Riegler, considered the founder of this field at the Faculty of Medicine in Iași. Later, the management was taken over by Professor Corneliu Șumuleanu, a former student in Berlin of the 1902 Nobel Prize laureate in Chemistry, Hermann Emil Fischer, and a disciple of Petru Poni. During the period when Professor Şumuleanu coordinated the activity, the laboratory and the department were named the Institute of Chemistry.


The building still belongs to the "Grigore T. Popa" University of Medicine and Pharmacy.
