It was built in the first decade of the 20th century and is located in the historic center of Constanța, on Elisabeta Boulevard, at number 17. The Sava Șomănescu House is considered the most representative building in Constanța made in the rococo style. The construction was erected in the early years of the last century by Sava Șomănescu, an important landowner who held leadership positions in the Romanian Agrarian Society and the League for the Cultural Unity of All Romanians, an organization in which the historian and politician Nicolae Iorga also worked.

Sava Șomănescu, a very wealthy man, also owned an equally elegant property in Bucharest, located on C.A. Rosetti Street at number 35, a building that today houses the Embassy of the Socialist Republic of Vietnam. He invested considerably in the architectural details of the house in Constanța. The building is made up of three bodies, one of which has a portion of the wall that protrudes beyond the line of the facade. No two windows are the same, each one designed differently. At the side entrance, one can see an extremely rich rococo decoration. The architectural style is eclectic, with rococo as the dominant element, combined with Art Nouveau influences.
