The palace, built in neo-Byzantine style to harmonize with the "Holy Apostles Peter and Paul" Cathedral, represents an impressive architectural achievement.

The plans were drawn up by the architect Ion D. Enescu, and construction took place between 1925 and 1934, although some repair work continued until the 1950s, due to damage sustained during the bombings.

Over time, the building housed various institutions, such as the Museum of Archeology and the County Library, but it regained its original purpose only in 1998.

The construction of the palace was marked by various events, such as the laying of the foundation stone in the presence of important personalities of the time and the suicide of the main contractor due to financial problems.
